20 years after the 1st Climate Change Conference in Rio, global warming continues (the Arctic ice cap decreased by around 35%, to around 4.5 million square kilometers) and CO ₂ emissions continue to rise (according to IEA in 1992-2011 from 22 to 31.6 billion tons). Electricity generation and heating contributed more than 40%.

Germany takes this into account and promotes the expansion of renewable energies through a legally guaranteed feed-in tariff.
