Old Dominion Electric Co-Op4201 Dominion Blvd # 300, Glen Allen, Virginia, United States
Since Dec, 2016
Electric cooperatives are consumer-owned membership corporations originally formed in the 1930’s and ‘40s to provide electric service to rural sections of the country. Today, there are over 900 electric cooperatives throughout 47 states that serve over 42 million people.
Incorporated in 1948, Old Dominion Electric Cooperative (ODEC) provides reliable, cost-effective, environmentally balanced, wholesale electric services to our 11 member distribution cooperatives in Delaware, Maryland and Virginia. Our core business is generating, purchasing and delivering electricity to our members. ODEC is a not-for-profit generation and transmission cooperative that operates for the benefit of our members, who are our owners. ODEC and our members are each governed by a Board of Directors comprised of representatives elected from and by the respective entity’s total membership. ODEC is a not-for-profit member-owned cooperative and has no capital stock.
We follow the 7 principles of cooperatives. Qualifications for membership and the rights and obligations of our members are defined by law and established in the corporate bylaws.
ODEC’s power is provided by a combination of owned baseload and peaking power plants that use coal, natural gas and nuclear as their primary fuels, and a purchased power portfolio which includes renewable resource technologies.
At ODEC, we are dedicated to being both reliable energy providers and responsible environmental stewards. We work hard every day to support our community while reducing our environmental footprint. Our 11 members provide retail electric service to their member-owners who total more than 560,000 (in terms of meters served) representing a population of approximately 1.4 million. Consumers are located in 70 counties along 59,000 miles of distribution lines that extend from Delaware and Maryland, south across Virginia to the North Carolina border, and from Virginia’s Eastern Shore to the Allegheny Highlands.
Our corporate headquarters is located in Glen Allen, Virginia.
Overview
Generation
For over 30 years, ODEC has been committed to establishing and expanding its generation capacity, ranging from baseload power stations to natural gas-fired and coal-fired plants throughout Virginia and Maryland.
And through full ownership or co-ownership of these operations, ODEC has been able to maintain a breadth of service to better meet peak-demand periods throughout our member co-op areas.
Transmission
To help ensure reliable, low-cost transmission service to our members, ODEC owns approximately 110 miles of 69 kilovolt lines on the Eastern Shore of Virginia in Accomack and Northampton counties. In addition, ODEC also co-owns 1,000 feet of 500 kilovolt transmission line in Maryland.
With these operations, ODEC is committed to meeting all applicable reliability requirements such as the NERC Reliability Standards, meaning we evaluate and pursue the installation of new transmission facilities and the replacement of aged equipment.
Reliability, Planning and NERC Compliance
For the ODEC service area of Virginia, Maryland and Delaware, we have over 225 delivery points through four transmission providers: Dominion Virginia Power, Delmarva Power, First Energy and American Electric Power.
We work with these transmission providers and member cooperatives to ensure the most reliable level of service possible, as well as contract transmission service from our transmission providers by way of FERC-approved agreements under the PJM Open Access Transmission Tariff. By coordinating long-term planning activities with PJM and our providers, we can ensure current and future transmission systems will always meet energy needs of ODEC member co-ops.
ODEC is also registered for NERC compliance as a Distribution Provider and Load Serving entity through ReliabilityFirst and SERC Corporations. In addition, for ODEC internal NERC compliance, we are registered as a Generation Owner, Generation Operator and as a Purchasing-Selling Entity.
FERC Standards of Conduct and OASIS
ODEC’s transmission facilities are part of the Mid-Atlantic power grid operated by PJM, a regional organization directing the operation of a transmission grid covering the Mid-Atlantic. PJM also is the tariff administrator and service provider for all transmission owners within their control area and provides all transmission service.
Information on the capacity of ODEC’s transmission systems is available at thePJM OASIS Website. Transmission customers should reserve transmission service through the PJM OASIS Website.
ODEC has received a waiver from the Federal Energy Regulatory Commission’s Standards of Conduct.
